ASSISTANT CHIEF CHRIS DAVIS
Fayetteville Police Department
Assistant Chief Davis has been with the Fayetteville Police Department in North Carolina for over 24 years and is currently assigned as the Commander of the Investigative Bureau. Prior to that, he served as a Patrol Bureau Commander. His previous assignments include patrol operations, investigations, training and internal affairs.
He has a Bachelor of Science in Criminal Justice from the University of Dayton and a Master’s Degree in Public Administration from the University of North Carolina at Pembroke. He also attended the Police Executive Leadership Graduate Course at the Southern Police Institute (University of Louisville), the Senior Management Institute for Police (Boston University), and the Law Enforcement Executive Program (University of North Carolina School of Government).
PROFESSOR TERRY D. EDWARDS, J.D.
Skagit Valley College, WA
Professor Terry D. Edwards has held the position of Criminal Justice Instructor at Skagit Valley College (Washington) since September 2013 after retiring from the University of Louisville with 23 years of service with the Department of Justice Administration. While at UL, Professor Edwards taught law and police related courses in the undergraduate and graduate degree program and in the Southern Police Institute. He served as Senior Legal Counsel/Adviser for the Kentucky State Police for the period December 2002 to April 2004 while on leave from UL. His research interests include police civil liability, environmental crime, and Constitutional Law and he has authored, or co-authored, a textbook on Criminal Law, various book chapters on criminal and environmental law, and several articles on police legal issues. He is a member of the Southern Criminal Justice Association (Past President), the Academy of Criminal Justice Sciences, the American Society of Criminology, the International Association of Chiefs of Police, and the Kentucky and Washington Bar Associations. In 2001, he received the Southern Criminal Justice Association’s Educator of the Year Award. Before accepting an appointment with the UL in 1990, Professor Edwards was an Assistant Professor of Criminal Justice at Kentucky Wesleyan College for two years. Prior to that, he worked as a trooper with the Kentucky State Police and as a military attorney with the United States Air Force. Professor Edwards holds a law degree from the University of Louisville and a Masters' Degree in Justice Administration from Golden Gate University.
INSPECTOR CHIP GOOGE
Mt. Pleasant (SC) Police Department
Inspector Chip Googe began working at the Mount Pleasant Police Department, South Carolina, in 1995. He spent time serving in the Traffic Bureau, Patrol Bureau, and Investigations Bureau before his current assignment as the Public Information Officer. Inspector Googe began the Mount Pleasant Police Department’s social media use on Twitter in 2009 and expanded the use of social media to include Facebook, Instagram, Periscope, and Snapchat.
TOM HUGHES, J.D., Ph.D.

Dr. Tom Hughes is Associate Professor at the University of Louisville and the former Director of the Southern Police Institute as well as past Interim Chair of the Department of Criminal Justice. He received his undergraduate degree in psychology from the University of Dayton. He graduated Cum Laude with his Law degree from the University of Dayton in 1991. He is an active status member of the Ohio Bar. Dr. Hughes received his master’s in Criminal Justice from the University of Cincinnati in 1993 and his Ph.D. in 2000. He has authored 31 peer reviewed articles and presented research findings around the United States as well as in Lebanon, Italy, Scotland, Sweden and the UAE. He has worked with various state and local police departments on a variety research and consulting projects. His research interests include criminal procedure, police liability, police human resource issues, and organizational issues in policing.
CAPTAIN JOSH KYLE
Riley County Police Department
Captain Josh Kyle is the Patrol Commander for the Riley County (Kansas) Police Department. Kyle began the journey of implementing Operation ARC after attending SPI’s AOC and being exposed to the concepts of procedural justice. Operation ARC became the subject of his master’s work. Prior to his assignment in Patrol, Kyle was placed in charge of the Repeat Offender Program within the Investigations Division. He was also the Department’s training officer and has taught courses across North America concerning problem-based learning and the Police Training Officer program. He is currently a Level IV Certified Instructor with the Police Society for Problem Based Learning. Capt. Kyle is a graduate of the Southern Police Institute’s 130th Administrative Officers Course and the University of Louisville with an MS in Justice Administration.
EDWARD S. POCOCK III

Edward S. Pocock III is an experienced public servant, who has a track record of integrity, excellence and success in municipal government. Professionally, Ed’s journey in law enforcement began with his early enlistment in the USAF, to joining the Southington Police Department in 1989 and after 25 years of honorable service, he retired at the rank of captain, where he commanded Operations (Patrol Division and Detective Division—73 members). Ed’s volunteer community efforts range a 24-year span from service on the local Board of Education to his current service on the local Town Council (pop. 42,000). Philanthropic efforts are also an integral part of Ed’s life. Joined by his wife Jacy, they lead the J. Allen Lamb & Edward S. Pocock III Foundation, supporting modern police command practice, support of law enforcement aspirants and police marksmanship training.
CHIEF (RET.) JOHN C. REED, Ph.D.
University of Louisville, Southern Police Institute
Dr. John Reed is the Associate Director of the Southern Police Institute and an Assistant Professor of Criminal Justice. He assists the Director with operational and administrative oversight of the Institute. He instructs in SPI’s Administrative Officers Course. He also assists in the development of courses and instructs on issues related to organizational behavior, leadership and management, and police performance measurement. Dr. Reed retired as the Chief of Police for the Henderson Police Department in 2014 where he served in that position for 7 years. Prior to that, he worked for the Louisville Metro Police Department where he served the community in a law enforcement capacity for 28 years. While at LMPD, he worked in operational, investigative, and administrative positions and retired holding the rank of Major. Dr. Reed is a Kentucky Law Enforcement Council certified police instructor in numerous managerial topics. He has also been involved in the training of international police from Hungary, Slovakia, and Morocco related to the topics of community policing and democratic policing principles. He attended the 168th Session of the FBI National Academy and was the past (1998) President of the FBINAA, Kentucky Chapter. Dr. Reed holds a BS and MS in Justice Administration and a Ph.D. in Urban and Public Affairs from the University of Louisville. His research interests include organizational issues in policing, leadership and management, and government and police consolidation.
Major Nicole Rutland
DeKalb County Police Department
Major Nicole Rutland has been a police officer with the DeKalb County, Georgia, Police Department Police Department for 20 years. She has served several years in the Uniform Patrol Division along with stints in Narcotics-Vice, Major Felony Robbery-Homicide, the Motor Unit and as Administrative Aide to the CID Commander. Major Rutland is currently the Precinct Commander of the DeKalb Police North Central Precinct and is a proud graduate of the 131st Administrative Officers Course. She graduated with a BA in Criminal Justice Administration from Columbia College of Missouri in December 2016.
CAPTAIN BRIAN UNMISIG
Pinellas Park (FL) Police Department
Captain Brian Unmisig is a 21-year law enforcement veteran and currently serves as the Services Division Commander with the Pinellas Park Police Department in Florida. He is responsible for the management oversight of the Special Services Section, Communications Section, Records Section, as well as the Accreditation, Strategic Planning, and Public Information functions of the agency.
OFFICER VANESSA WESTLEY
Chicago (IL) Police Department
Officer Vanessa Westley is a 26-year veteran of the Chicago (Illinois) Police Department. She has served in various positions within the department’s Patrol Division and other specialized units. She began her service in community policing directly in 2004 as project manager in the Department’s Chicago Alternative Policing Strategy (CAPS) Project Office, with the goal of blending traditional policing strategies with alternative strategies that encourage community members and police to work together to reduce crime. Off. Westley later served as a project manager for the Mayor’s Office of Faith Based and Community Partnerships.
Currently, she is the coordinator for “Bridging the Divide,” a restorative law enforcement strategy that began as a collaboration of the YMCA Youth and Violence Prevention Team and the Chicago Police Department. This program involves an engagement process designed to build relationships between youth, law enforcement officials and other community members through opportunities for dialogue, storytelling and other community-building activities. The program’s goals are to foster positive youth leadership around the issue of community safety, to train police officers in the area of restorative trauma informed policing, to educate community members about the impact of trauma, informed policing, and the solutions that Restorative Justice and its practices can offer. Off. Westley is a community engagement specialist and trainer of the ABCE (asset based community engagement) model for law enforcement through the DePaul University Steans Office. As a certified trauma professional, she focuses on collective community response to trauma and capacity building of the community to recover from trauma.
SCOTT WOLFE, Ph.D.
Michigan State University School of Criminal Justice
Scott Wolfe is an Associate Professor in the School of Criminal Justice at Michigan State University (MSU). Prior to this appointment, he was an Assistant Professor in the Department of Criminology and Criminal Justice at the University of South Carolina from 2012 to 2017. Dr. Wolfe’s areas of research include organizational justice, procedural fairness, use of force, and criminology. Much of his work involves practitioner-researcher partnerships and has focused on issues such as officer-involved traffic collisions, evidence-based policing, and burglary reduction strategies. Currently, Dr. Wolfe is co-principal investigator on a multiyear NIJ grant evaluating an officer social interaction training program geared toward reducing use of force incidents and improving community trust. His team has partnered with the Fayetteville Police Department and Tucson Police Department for this evaluation project.
